The participants of the Conference believe that the current technical regulation system in Ukraine is inefficient and fails to take into account market realities and modern methods of public administration.  Inter alia, the system fails to provide due customers´ protection and creates impediments to the national business and innovations. Moreover, the system impedes competitive ability of domestic producers and economy on the whole, since the upkeep of the system requires considerable funds (annual official and off-the-record expenditures of small and medium enterprises make up $130 million).  The system is reported to limit consumer choice and influence on the rise in prices. Furthermore, the system fails to comply with Ukraine´s commitments to the WTO and its pursuit for harmonization with the EU.

The participants of the Conference also presented the results of the survey "Technical Regulation in Ukraine: the Ways to secure Economic Development and protect Customers´ Rights" that was conducted by the IFC Project "Business Environment and Development of Entrepreneurship in Ukraine" in 2008.
